Chapter 5: Utilities Assessment
This chapter provides an overview of the primary utility features in the Town Center Area. Included in this chapter is a detailed account of sanitary sewer and watermain conditions. This information is important for understanding utility limitations and needs in the area. The Town of Suamico has a modern sanitary sewerage collection system and water distribution system with a rural drainage system. Much of the information in this chapter is presented in the context of the development theme areas. To learn more about the exact location of the theme areas, refer to chapter 7.
Overview of the Water & Sanitary Sewage Systems
The sanitary sewerage and watermain systems appear adequate in size and in the appropriate locations to service future Town Center development as proposed in this plan. However, the age of these systems has been called into question, particularly in the area of the Historic Hamlet.
The rural drainage system appears adequate for the current land uses, however, unchecked future development could overtax this system.
The primary watermain supply features in the Town Center are Well Station #2 (WS #2) and an elevated storage tank. Potable water is supplied via a 10" watermain along CTH B. Other watermains connect to this 10" line. These connecting 6", 8" and 16" lines service the entire Town Center. According to available sanitary district mapping, the Town Center contains a number of dead end mains.
The sanitary sewer collection system has two branches. The first collects sewage west of USH 41/141, within the Town Center, and conveys it via a 10" trunk sewer along Riverside Drive. This 10" trunk line drains to Lift Station #4 (LS #4). LS #4 pumps sewage to a 10" sanitary sewer to the east, along Riverside Drive. 8" lines service the proposed Historic Hamlet and Velp Corridor Areas from this 10" trunk sewer.
The second collection system includes an 8" main along CTH B. This 8" line drains to the east picking minor 8" service lines, including the Northwoods Development and the Community and Highway Service Area.
The runoff conveyance system includes open ditches and swales. All drain to the Suamico River, which runs through the project area.

A 6" watermain connecting the Bowling Green Lane 10" to a 10" along Riverside Drive toward CTH B

8" Stub west of the 10" on Riverside Drive

Water & Sanitary Sewer Recommendations
This section provides recommendations for improvements to the watermain and sanitary system in the four sub-areas of the Town Center. These recommendations are based on existing conditions and the recommended development pattern.
Historic Hamlet - New development in the Historic Hamlet could be serviced from existing lines on Velp Avenue, Riverside Drive and CTH B.Future watermain improvements south of the Suamico River should include a 10" replacement of the 6" watermain near the abandoned Well Station #1. Development north of Riverside Drive between Velp and the Wisconsin Central Railroad may require an additional watermain. This could be 8" in diameter and connect the 10" along CTH B to the 8" stub on Riverside Drive.
Future watermain improvements north of the Suamico River along Velp Avenue may include a watermain extension to service this area. Perhaps this 8" extension could connect the 10" watermain on CTH B to the 8" watermain on Side Street.
The existing sanitary sewer within the Historic Hamlet appears to be sufficiently sized and located to fully service the area. Future 8" sanitary sewer lines may be required to service small developed areas. This may not be possible between Riverside Drive and the Suamico River due to the elevation drop.

Northwoods Development Area - The west side of Veterans Avenue can be serviced from the existing 8" sanitary sewer and 8"/16" watermain. The existing 16" watermain should be extended to the north boundary of the project area to provide water service to the entire Northwoods Development. To avoid dead end mains this main could be connected, under USH 41/141, to the new watermain extension on Velp Avenue (See Velp Corridor). Watermain and sanitary sewer may be required inside a subdivision east of Veterans Avenue. The future watermain should be looped back to the 16" main and the future sanitary sewer should be connected to the 8" sewer on Veterans Avenue.
Velp Corridor - New development along the Velp Corridor can access the existing watermain in Velp Avenue. This 8" watermain should be extended to the north to service the entire project area. Water service for the area between the Wisconsin Central Railroad and USH 41/141 may require a new 8" watermain for a subdivision. A single service can be directly from the 10" main on CTH B. The Velp Corridor watermain should be looped to improve water quality as well as improve fire protection for the watermain extension on Velp Avenue. It could be connected to the extension of the watermain required on Veterans Avenue (See Northwoods Development Section).The 8" sanitary sewer along Velp Avenue should be extended to provide service to the northern portion of the project area.
Highway Service & Community Service Area -![]()
This small area can be serviced from CTH B for both sanitary sewer and watermain service. These utilities are in place, however, they may need to be extended into area properties to service particular developments. The location of utility extensions will be determined as site plans are submitted.
Stormwater Management
The Suamico Town Center is served by a rural runoff conveyance system including open ditches and swales. All areas drain to the Suamico River, which runs through the Town Center. This system appears adequate for the current land uses, however, unchecked future development could overtax the system.
Private Utilities
Private utility companies are responsible for providing electricity, natural gas, cable and other communication utility services. The decisions for expansions and improvements are made based on profit margins and anticipated demand. This plan is intended to serve as a tool for private utilities to evaluate improvement needs.
Utility Connections
Connections to utilities will be determined by the Town of Suamico, Brown County, and private providers depending on the particular utility connection type. Decisions about capacity expansions and improvements will be made in accordance with county, regional, private, and town planning tools. This Town Center Plan is to serve as a guide for making improvement decisions in the future in order to accommodate anticipated development in the area.
