Longtail Beach Roadway Widths

NOTE: This item was discussed and acted on at the January 22nd meeting.

Listed below are the two motions that were approved at this meeting by the Public Works & Utility Commission.

Motion was made by Matt Athey to leave Longtail Beach Road as is; second by Dan Behm.

Motion carried unanimously.

SECOND MOTION:

Motion was made by Paul Garvey regarding the same topic; to read into the record for the file that the residents concerns be considered for the next Longtail Beach Road reconstruction project; second by Joel Ehrfurth.

Motion carried unanimously.

STAFF REPORT FOR ITEM NO. 6:

Staff has received a letter of request from Mr. Goelz – 1326 Longtail Beach Road to have this item put on tonight’s agenda.

Tim Krause (DPW & Utility Director) informed the resident that this committee had reviewed the issue and that a copy of the minutes and action would be provided upon their request.

At the March 17th Village Board meeting, residents expressed concerns in open forum regarding the information being provided to them by staff regarding the reconstruction of this roadway. They noted that their request to reevaluate the issue by the commission had been denied.

A village trustee requested that this item be revisited by the commission in light of the (new facts) provided by the residents.

By rule, every commission member voted affirmative.

Paul Garvey made a motion to suspend the rules to listen to additional testimony. I would like to preface that with the fact that I want to keep the discussion factual and I don’t want to get into an emotional discussion like what was at the village board meeting or I’ll make a motion to reconvene into regular session. Let’s stick with the facts and we want to find out information if you have any or evidence that the road was indeed at the width you said it was. This is the time for you to present it.

RESIDENTS’ CONCERNS & COMMENTS:

Richard Goelz, 1326 Longtail Beach Road –

I wrote the letter to get on the agenda.

Why was the road paved at 20 feet? I have pictures that the road was at 22-feet. In 1988, Pat Chambers (Town Board member) asked all the property owners on the north side of the road to donate 2 feet of their land in order to widen the road.

Who made the decision to make it 20 feet and why wasn’t Harbor Lights Road put in at 20 feet?

Ray Rodden, 1414 Longtail Beach Road –

Grade stakes were being put in my road and I did inquire at the village hall and was told that they didn’t know. (The grade stakes were not put in by the village. They were put in by the contractor.)

People were consistently cutting the southeast corner; always being rutted up.

Questioned whether a concrete curb is going to be put in.

The south corner because of the depth of the ditch, the way it is positioned I don’t believe you can replace that road without putting in concrete curb there.

The judgment is wrong in the decision in how that particular road is going to be taken care of.

I’ve talked to the county and they want to have a safe intersection.

There are plenty of curves in the village that don’t have the same arrangement as the south corner of that road. I’ve stated that the north corner of that road wouldn’t have to have gutter on it because I think that is a safe situation there. I think it is an unsafe situation on the south side of the road.

Make that corner safe so the traffic coming off of J can make that corner and do it in such a matter that it will be safe for someone sitting at the stop sign.

I’m going to ask that you put it at 24" to stabilize the road.

I’m here to add a historical perspective.

I agree with the comment that was made before about bringing the roads up to standards. Years ago they weren’t.

When I was chairman from 1986 – 1997 we wanted to bring the roads up to standard and it was a 22-foot standard.

Pat Chambers was the road superintendent at that time. I did call Pat and asked what the road width was all the way down Longtail Beach. Pat stated that it was 22 feet at the long end and smaller at the western end.

I’m not here to dispute anyone’s argument here. We did order a 22-foot road.

We did try to bring all the roads up to 22-feet at that time.

It is tough for both sides and I’m here to try to answer any questions.

Michael Martin –

It is a very unsafe road and a very, very narrow road. I pull a trailer and I can’t make that turn when someone is stopped at that stop sign.

I feel sorry for kids trying to ride their bikes on that road.

This is a very busy road.

Bob Person –

I saw on the agenda that Wood Lane is going to be widened to 22 feet and there will also be a discussion of installing a bicycle path.

Bus drivers cannot make the turn (Longtail Beach Road & Lakeview Drive.)

Vehicles come off of J have come to a dead stop before turning on to the road.

I can’t ride a bicycle on the road because it is too narrow.

All we want for a road width is what we had before.

A person who doesn’t know how to ride a motorcycle is going to go down at that corner.

STAFF / COMMISSION:

§ Staff is still working with Brown County to re-work that intersection.

§ The road width does meet traffic criteria.

§ In years past there were no standards for the roads.

§ This road varied in-and-out.

§ The traffic is estimated by the number of housing units.

§ The radiuses were set by the technicians in the field and they are too small and that is why they are being upgraded.

§ We have been working with Brown County and that intersection is getting upgraded this spring. Those radiuses are being taken back to what they were before.

§ That size radius is very common at the intersections in the village.

§ The right hand turn corner at Velp & Harbor Light road has an 80-foot radius on it and has a lot of room and it is also always rutted up.

§ We have found that no matter how big the radius is that people will still run off the edge of them.

§ We have painted white lines on them and they drive off the edge of them.

§ Staff is trying to train the habits of drivers by putting in the delineators and painting the white stripes.

§ Staff has been instructed for the future to put in the same size radius that was there before.

§ A suggestion that was made by one of the commissioners was to repair the radiuses to what we are going to do; get them delineated properly with the deflectors and striping and if it still doesn’t work we can revisit the installation of concrete.

§ All the radiuses and road widths we do are according to the Federal Design Manual for the standards when building roads.

§ If you follow normal given standards I don’t believe the village is at risks for lawsuits.

Commissioner Paul Garvey – would like to see information on what it would take to put it back up to 22’ when they are doing the repair work. Is it something that this commission would entertain re-looking at?

I would really like to look at a curb at that southeast intersection. It is a problematic curb for motorcyclists.

Engineer, Loberger – we are going to have to review it because the ripples in the road have actually decreased. They may get worse again once the frost comes out. It rides better now than last fall.

I can get a hold of MCC and have them give us a number for it.

Motion was made by Paul Garvey to gather information from MCC regarding feasibility and cost of creating a 22-foot road width; piggy-backing onto the warranty work that we are going to be doing in addition to reworking the radius for informational purposes at this point; second by Kent Davis.

2008 Roadway Reconstruction Options

STAFF REPORT:

Due to the recommendation by this Commission and action by the Village Board, the bicycle lanes on Wood Lane have been removed from the design. Because of this action, it is anticipated that there will be additional funds available for roadway reconstruction in 2008.

Staff is looking for the commission’s input on the reconstruction options for the upcoming season. We are looking at the potential of an additional mile and a half to two miles of roadway that will be added on.

We need to rank the roads in a priority order.

Motion was made by Paul Garvey to add Hilltop Drive, Crescent Square and a portion of Velp Avenue to the 2008 road reconstruction bid document; second by George Smith.

Motion carried unanimously.

Update on Farrell Property Drainage, SU-784

STAFF REPORT:

At the February 26th meeting members of the Farrell approached the commission to discuss the drainage of their parcel SU-784.

This item was also heard at the County level where it was moved that review of the situation be held with a committee of all applicable decision makers.

The Commission had also moved that village staff participate in the county discussion.

On Tuesday March 18th, Randy Loberger and Tim Krause met with Brian Lamers, County Highway Commissioner; Ed Kazik and Randy Braun, County Highway supervisors; Chuck Lamine and Cole Runge, Brown County Planning; Jim Jolly, County Land Conservation and Robert Rosenberger, DNR.

The history of the site was discussed in detail along with the future plans of the area.

It was determined that there would be little if any benefit or possibility of changing the wetland designation of the property by lowering or upsizing the culvert. Due to the depth of the pipe it would cost in the area of $10,000 to change the pipe. The site has been in its current state for approximately 30 years. It is expected that in 5-10 years the interchange at Lineville Road and Highway 41 will be reconstructed.

An investment of $10,000 for a short term fix will not significantly alter the condition of the property.

It’s possible that the Farrell’s property may be needed for an interchange reconfiguration, which could eliminate the need for a culvert altogether.

Cole Runge will be contacting Mindy Gardner at WI DOT to insure that the drainage in this area was looked at in a comprehensive manner for when the interchange is reconfigured. Robert Rosenberger will supply a letter affirming the departments’ wetland designation.

At this time staff has not received minutes from the meeting.

(The commission members did receive a copy of letter from Cole Runge to Mindy Gardner expressing the need to address the situation at the time the interchange is designed.) This recommendation was unanimous with all attendees of the meeting and will also be conveyed to the County Board.

Motion was made by Matt Athey to read this information into the record and for staff to provide the Farrell’s an update on any information we have since the last meeting; second by Kent Davis.

Update on Velp Avenue Red Water Issues

INFORMATIONAL REPORT:

Red water has been a serious problem in the area of Velp Avenue since the inception of the water system. In 2007 poly-phosphate was added to sequester the iron and there has been marked improvement to the extent that we thought the problem was completely solved.

A Velp Ave. resident delivered discolored water samples in late February. The discoloration was minor compared to the original conditions experienced.

Staff then began discussions with Wendy Anderson of DNR asking for help to resolve the issue. The discoloration was minor compared to the original conditions experienced.

We have been taking daily water samples from 5 different locations for 3 weeks.

The first samples were taken with well # 2 shut down. We are now operating well #2 with a delayed start time to create back pressure in the mains by the other two wells. This should force the well #2 water up the tower giving them time to react.

We expect that the poly is not getting enough time to react and sequester the minerals in the water. At certain times this water may make it to the homes on Velp and cause the discoloration. We will continue to collect daily samples and reports from the five locations until we are confident that we have eliminated the cause.
