MINUTES

Call Meeting To Order Chair Sheedy called the meeting to order at 7:00 PM

Commission members present: Chair Sheedy, Commissioner Salemi, Commissioner Magray, Commissioner Zastrow, Commissioner Wagner, Commissioner Robb.

Commission Members absent: Commissioner Thomson

Staff present: Steve Dunks, Zoning Administrator, Graham Callis, Community Development Director, and Abby Villars, Deputy Clerk

Approve Agenda

Motion by Commissioner Wagner to approve the agenda as submitted.

Second by Commissioner Salemi.

Motion carried 6-0

Consent agenda

a. Approve the Minutes of the Wednesday, March 12, 2008, Planning & Zoning Commission Meeting

b. Building Permit Report: February 2008

Motion by Commissioner Magray to approve as submitted.

Second by Commissioner Wagner.

Motion carried 6-0

Public Forum (non-agenda items): Anything, which may be brought before the Plan Commission, for which no referral shall be made or action shall be taken.

Discussion/Recommendation: Request by Scott Flaeschel to rezone parcel SU-252-2-1 from Rural Residential to Highway Business. Located on the east side of Velp Avenue, 3,100 feet north of School Lane.

Scott Flaschel- petitioner- Explained to the commission what the gym built for gymnastics that is proposed to go there would consist of. Addressed some of the citizen questions regarding the parking on the property and the amount of traffic at this location.

Tim Dugan 13735 Velp Ave- Doesn’t feel that this is a safe area for a busy business like this. The amount of traffic and how the road curves he doesn’t think it’s the best location.

Roxanne Blum-Spoke for father (Paul Kehler at 13686 Velp Ave) What type of traffic is this going to bring and is this area going to be contained.

Angel Lavine 13731 Velp Ave- Feels that this business is a better option, but is concerned of the parking options on the small lot and also the curve of the road

John Bauer 136848 Velp Ave- Concerned about the lack of parking that would be at this facility. The frontage road already has a lot of traffic concerned this would bring more traffic.

Commission discussed the nature of the business, traffic issues, and parking concerns along with the possibility of lowering the speed limit on Velp Ave (CTH HS), if needed.

Motion to suspend the rules by Commissioner Magray

Second by Commissioner Zastrow

Motion carried 6-0.

Tim Dugan 13735 Velp Ave- Questioned what would happen if the business that’s proposed to go in there didn’t make it, what type of businesses would be allowed in there?

Jeff Lavine 13731 Velp Ave- Cosmetics of the building, what guidelines would need to be followed? Concerned with it being a pole building type building.

Motion by Commissioner Wagner to return to regular order.

Second by Commissioner Zastrow

Motion carried 6-0.

Motion by Commissioner Zastrow to recommend approval of the rezone request for parcel SU-252-1-1 from (RR) Rural Residential to (NB) Neighborhood Business

Second by Commissioner Wagner.

Motion carried 6-0.

Discussion/Recommendation: Possible additions to the allowable uses in Neighborhood Business zoning.

Angel Lavine 13731 Velp Ave- Doesn’t feel that lawn mower type repairs is appropriate in this particular of zoning.

Motion by Commissioner Wagner to recommend approval of the changes to the (NB) Neighborhood Business zoning code to the Village Board for a possible public hearing.

Second by Commissioner Zastrow

Motion carried 6-0

Discussion/Recommendation: Swimming pools, decks & gazebos and how they affect accessory structure counts & setbacks.

Motion by Commissioner Salemi refer back to staff to revise the items discussed this evening and appropriate parts of the zoning code and revisit them at a future date.

Second by Commissioner Zastrow.

Motion carried 6-0
