Call Meeting To Order Chair Sheedy called the meeting to order at 7:00 PM

Commission members present: Chair Sheedy, Commissioner Wagner, Commissioner Robb, Commissioner Magray, Commissioner Zastrow, Commissioner Thomson.

Commission Members absent: Commissioner Salemi

Staff present: Steve Dunks, Zoning Administrator, Graham Callis, Community Development Director, and Abby Villars, Deputy Clerk

Approve Agenda

Motion by Commissioner Zastrow to approve the agenda as modified with deletion of number 5.

Second by Commissioner Robb. Motion carried 6-0

Consent agenda

a. Approve the Minutes of the Wednesday, February 13, 2008, Planning & Zoning Commission Meeting

b. Building Permit Report: January 2008

Motion by Commissioner Wagner to approve the consent agenda.

Second by Commissioner Thomson. Motion carried 6-0

Public Forum (non-agenda items): Anything, which may be brought before the Plan Commission, for which no referral shall be made or action shall be taken.

Discussion/Recommendation: Request by Richard Cleveland, 2543 Longtail Beach Lane, to move a home onto 2543 Longtail Beach Lane, parcels SU-993 & SU-994. Located on the west side of Longtail Beach Lane about 625 feet south of Longtail Beach Road

Discussion/Recommendation: Request by Mary Weslow to revise the Planned Commercial Development adding Highway Business uses and counter top shops as allowable uses for the Watercraft Plumbing site, 4882 Veterans Ave., Parcel SU-934-151. Located on the east side of Veterans Ave, just north of Sarah Ct.

Karen Spejda 1631 Sarah Ct- What’s the difference between a PCD and HWY business use?

Shawn Weslow- Sobieski- petitioner- available for questions.

Discussion was held on acceptable operations allowable on this site.

Motion by Commissioner Zastrow to recommend approval the following additional uses for the Welsow PCD, excepting all outside storage or displays include that items listed below be removed from the allowed uses. The others that remain shall contain the restrictions in the staff report.

Amusement establishments (archery ranges, bowling alleys, shooting galleries, game rooms, swimming pools, skating rinks, and similar facilities)- These would be limited to indoor only and the size of the structure would limit this.

Auction rooms- Parking would be a major problem if auctions were actually held at this site. I would not recommend this use.

Boats and recreational watercraft business- A small operation without the outdoor storage/display.

Car washes- Limited site without any rear exists to the building would restrict this use.

Commercial publishing and printing establishments- Should not present any problems.

Dry cleaners- Should not present any problems.

Hospitals- Not practical

Hotels- Not practical

Laundries (full-service, employing more than four (4) persons)- Not practical due to the lack of water & sewer on site

Lumber yards and building material sales centers- Would not allow outside storage. This would eliminate most issues with forklifts and such. Site size limits use.

Mail order houses- Do not see this as a problem

Motels- Not practical

Motorcycle dealers- Inside sales only. Service may cause issues with noise.

Motor vehicle dealers- Inside sales only.

Motor vehicle rental and leasing businesses- Inside sales only.

Parking lots, garages and structures (non-accessory)- Probably not an issue due to lot size. Would require additional business in area for any need to exist.

Passenger transportation services- Inside vehicle storage only

Public utility, governmental and service uses (except as specifically exempted in Article 5, D of this Ordinance)- Not an issue

Recreational buildings- Not really sure what this means.

Recreational vehicle dealers- There is not enough room for this type of operation. It would require a rather large outside storage area.

Restaurants primarily engaged in drive-in, drive-through or carry out services- Do not see this as a problem.

Rooming and boarding houses- The current building would not work for this type of business. Any new building would require Commission & Board review.

Trailer dealers (utility) - There is not enough room for this type of operation. It would require a rather large outside storage area.

Veterinary clinics and hospitals - Do not see this as a problem.

Counter top shop- The size of the property would limit the operation to supplying area cabinet shops with tops and retail sales

Motion carried 6-0.

Discussion/Recommendation: Site plan review for Lamers Bus for 1934 Cardinal Lane, SU-758-12. Located on the east side of Cardinal Lane, north of Garden Lane (Heartland Church site). Zoned Public Lands & Institutions.

Discussion was held regarding location, berms, parking lot.

Mark Nystad- representing petitioner- Here to answer questions

Parker Plitz 2572 Garden Lane- Is concerned with the noise issues that may come about. Suggested other locations close to this one where this proposed site plan is located. Does a bus parking lot fit in with the Public Lands and Institutions zoning? Concerned with the possible run-off of oils, antifreeze, and other hazardous material coming into their yard.

Jackie McMahon 2016 Cardinal Lane- Is this going to affect property values? Doesn’t feel the traffic is bad right now in the mornings but is concerned it will be once they move to this location. Doesn’t approve of Lamers located on proposed site.

Marilyn Plitz- 2572 Garden Lane- Doesn’t want to look outside and see a bunch of buses. Would like to keep a residential area on Garden Lane. Doesn’t feel that the berms that went in on the south side, with specific requirements haven’t done anything nor have the requirements been met. and doesn’t know that it will to the north either if they look the same.

Dennis Dalsanto- 2526 Garden Lane- No matter what goes up on the north side of the property would at least like the maintenance to be kept up on this property unlike it has been to the south of Garden Lane.

Motion by Commissioner Wagner to suspend the rules.

Second by Commissioner Zastrow. Motion carried 6-0.

Dennis Dalsanto- 2526 Garden Lane- Spoke in regards to the woods in that area.

Motion by Commissioner Wagner to return to regular order.

Second by Commissioner Zastrow. Motion carried 6-0

Motion by Commissioner Zastrow approve submitted site plan for Lamers Bus, on parcel SU-758-12 located at 1934 Cardinal Lane, subject to the following conditions:

Identify on the plan and construct the requested solid fence (wood or vinyl materials) along the north lot line to prevent the nuisance of headlights for the homes located to the north.

Village staff approval of the method by which the owner intends to keep the parking lot dust area dust free

Site plan review and approval by the Village of Suamico Interim Fire Chief

Meet the requirements of all other applicable ordinances, regulations, and reviewing agencies.

Cul-de-sac of Garden Lane be established as either being already dedicated on Public property or a dedication be made as part of the site plan approval

Second by Commissioner Thomson

Discussion was held in regards to cul-de-sac on Garden Lane.

Motion carried 6-0.

Discussion/Recommendation: Rezoning of State, County & Village owned properties to Public Lands & Institutions.

Motion by Commissioner Zastrow to recommend approval of the rezoning of State, County & Village properties to Public Lands & Institutions.

Second by Commissioner Wagner

Motion carried 6-0.
